RCPWG is working with a diverse team of partners to implement this project, with City of Watsonville as the RCPWG member lead and City of Santa Cruz and AMBAG serving on the project team as the primary RCPWG member advisors.
RCPWG is collaborating with Ecology Action, Farallon Strategies, Regeneración Pajaro Valley - Climate Action, PRE Collective, and CeresCollab to execute the project scope, with members of the Monterey Bay Area Climate Justice Collaborative serving as the project’s equity advisors.

Monterey Bay Area Adaptation Roadmap
Project Goals and Desired Outcomes
The Monterey Bay Adaptation Roadmap project aims to coordinate climate adaptation funding and implementation activities to achieve the region’s priority adaptation goals and equitably build local capacity for climate adaptation.

Engagement with elected officials from regional partners to ensure continued participation in RCPWG and giving authority to staff to obtain funding sources to enact the implementation plans.

The Monterey Bay Adaptation and Resilience Implementation and Funding Roadmap
Roadmap Implementation: December 2026 - September 2029
Many jurisdictions in the Monterey Bay region have completed studies and adopted policies and plans to address the growing threats of climate change – from coastal and inland flooding to extreme storms, wildfires, heat waves, and more. However, funding and implementation for climate adaptation projects remain piecemeal and individual jurisdictions are unable to address climate threats at the pace and scale needed to protect communities.
To address these challenges, the Monterey Bay Adaptation and Resilience Implementation and Funding Roadmap project will create a short-term roadmap, grounded in priorities identified through existing jurisdictional plans, and identify the long-term funding needed to take proposed climate adaptation measures from planning to implementation.
Once the final Roadmap is developed, the project team will support Roadmap implementation, including further development of detailed implementation plans, grant application support to secure funding for priority projects, and technical assistance to develop long-term sustainable funding structures for climate adaptation implementation in the region.
Project Funders
This project is made possible through two grants: a Regional Resilience Grant Program (RRGP) Planning Grant from the California Governor’s Office of Land Use and Climate Innovation (LCI) and a Climate Resilience Regional Challenge Grant through the National Oceanic and Atmospheric Administration (NOAA).
